Well keyword here is "some" guys. A normal and decent guy would never do that right of the bat, I try to keep myself at check when speaking to girls (profanity filter is on :) ).
There are few things I could say:
- the guy is a douchy type and looking for quick hookup
- the guy interpreted you being an easy girl and went straight into attack mode
- the guy has some sort of complex and must reassure himself that he has a "big one"

Some men seem to think that penis size is the only thing that impresses a woman forgetting that women are not mere sex objects and most have some form of intelligence. Secondly these men offer very little else other than a large penis. Their penis is literally all they offer a woman and well we are taught to always 'play to our strengths", so that explains my perspective on that.
They're trying to establish a sexual mood in the conversation and want you to ask how big his dick is so he can tell you, hoping it will either lead to sexting, real life sex, or nude sharing.
