Well it depends on how well the parents are raising them. What he's taught and been exposed too. It's not shocking if he thinks of her as attractive, it's alarming for sure if they are legit willfully trying to see you naked. I walked in on my mom and looked in shocked but it was never omg she's hot, and surely never purposely tried looking at her. That's beyond disgusting. Grandma? Wtf. Aunties.. well they are attractive but I don't "spy" on them to catch them naked, I might glance at the booty but it's very subconscious "quick" glances.
I've never had a sister so I don't know how it feels but again TEACH someone to behave a certain way. Somethings going on in the family (or lack of teaching) to have him doing that.

Hell I would have went down on her and fucked her if she was hot and willing. Sadly she was fat and ugly, always was most of her life (puberty until she died of a stroke at 68). Sure some guys peek at their sisters while telling society to go fuck themselves, it's none of their business. I'm guessing your brother is one of them. Granted, I don't have a sister so I can't really say from experience.
Pre-internet, I wouldn't be shocked if that is a route some went to satisfy curiosity of the naked female body. I doubt many would want to go further than a peek for obvious reasons. -
