it happen to me! that's weird never exeprience it...i myself as a lady did it to another lady when talking i to started looking down when talking and she kept looking at me! i went home feeling down this is not me, i did it because i was trying to figure out why a guy did it to me! never had no one do it to me when i would talk with them for the first time.what i get here is something not right in there life like personal issue...or they seen you from across...i heard some stuff and he don't agree like a gosipp...the last thing i figure have seen you from across and attractive.i talk to someone about this that this person had there head down when i was talking with them and they response was he did it to me too oh! he did it to you why would they do that there response was because this person have a tremoudous career job! this person said maybe they done something bad that we dont no of...i said oh! i never got a reponse the correct way why! i started thinking about this and relize that day he came in contact with another female i was right there and he didn't once put his head down she was'nt up to no good...and the guy that i talk to why he done this he said oh he done it to me! putting head down...well all i can say is one day i come across him i will put my head down too.

If they are young it could be just because this new generation has no social skills, imo. They don't know how to look at someone and have a conversation. I think it's just poor social skills to be honest. I usually joke with them in those situations. For instance I will say, "what's over there?" or I will just mimic what they are doing. They will pick up on it and stop.
He is probably nervous (anxiety), he might be checking out your breasts, and of course we all have to look down at people who are shorter than us.
Probably just shy I do it to when ever I get really nervous
