He plans to set up a tap on your line. He also will likely employ methods that will turn your phone into a 24/7 microphone so he can always know what your saying. You of course won't notice anything because all will seem regular with your phone. He'll learn where you go, and when you go there. He'll know the perfect gift for you because he heard you tell someone. And he'll know exactly how to comfort you because he already knows about all thing things in your life that make you sad...
...of course Occam's Razor would suggest that he wants to talk to you and perhaps in interested in you..
