The number one rule that i;ve learned when I was dating was that if people want to get to know you. They will make it apparent. They will make sure they check their voicemail, text and miss calls for your call. Just like you are doing.
He's just not into you and since you've already put the ball in his court twice which eases the tension for him to reply, it's now his turn. Even if he's shy, you made the first move.

besides, it's the guy's job to make the first call. Chill, let him make moves... if not just keep searching.
I hated dating but I know I'd get all worked up over certain numbers and girls who never called me back but found it best to accept that people are flaky as you and I probably have flaked on many others. Just part of the game.

If you give out numbers or are given numbers, try not to think too much about them because I know I've given mine out which I never really intended to use. I've also gotten many numbers that turned into wasted seconds on my phone bill.
He probably just isn't as into you afterwards or has a girlfriend.
If he calls you like a week later and gives you a "oh sorry, I must've not gotten the text/call or I was just so busy doing (Insert BS line)," he's just horny and needs a sure lady.
