Hair that is bleached (blonde highlights or dye) often gets brassy. It either happens when the bleach was removed too soon and therefore didn't lift properly (the goal is generally light yellow but hair goes to orange then yellow then light yellow so if bleach taken off too soon hair will still be in the orangey yellow stage)
It also happens from certain buildup in hair even if the color looked good right after the salon. The blonde will look dull and faded and may get slightly orangey tinted.
Clairol shimmer lights purple shampoo and conditioner is a miracle worker to remove brassy tones. My highlights start to look dull and slightly orangey yellow after a bit. I use the shimmer lights and my hair is restored to shiny clear blonde. Much more shiny and pure looking after using shimmer lights. My salon even used it on me.

yellow or orange tones after bleaching: link you can buy a purple pigmented shampoo to turn the yellow into blonde as yellow and purple are opposites on the colour wheel, youd need a blue shampoo for orange hair to go dark blonde
link that's "brassy". It's usually kind of orange tinted and usually doesn't look nice.
That means it's shiny and artificial-looking, even more artificial than was intended...! Often dyed red hair has that unnaturally bright sheen to it.

basically, coarse and it each strand of hair looks like hay. Other words that associate with brassy- lifeless, dull, no flow.
Orange tinted hair, usually happens with bleached blonde hair.
Probably shiny and full of life.
