What does it mean when a guy stares at a girl?

Say you don't know the guy. He keeps staring at you (without any reaction..not smiling or whatsoever). You finally look back and make eye contact. You smile..he smiles. The eye contact is still there... another girl comes near the two of you and starts talking to the guy..he continues to make eye contact with you like as if he didn't notice the girl talking to him... until you look away and turn around.

Does it mean he finds you attractive? or could it be something else?

When I like a girl, I mean when I'm really attracted to her and she sparks something in me. I will look at her enough to get her attention and see if she will give me attention. I then flirt with her and will smile and say hi. If she does not seem attracted I move on but if she really lets me know she likes me with her eyes and friendliness I will go talk to her. I think females are very hard to read. Some who like me don't really even smile. Then I find out later they liked me. Cold blank stares are confusing. I will move on. I don't understand just staring forever. You have to make a move on either side. Then girls who are friendly can be mistaken as flirting. I think when a spark occurs your eyes lock for more than a second or two. Then you should both be willing to smile. Being cool is not going to help you here people. Cool is cold when flrting. Be nice and sweet enjoy the moment for it may be the time when you are meeting the love of your life. You may do double and triple takes of the other. You will catch each other checking the other out. If so anyone can make a move. Ladies don't be shy make a move. The guy may misread you and move on. Or he may have no game. But that doesn't mean he is not a potential mate. If you like him you like him. Go for it ladies. It's 2010 almost.

Unequivocally, staring like that at a person one is not acquainted with is a sign of attraction. The narrative makes this guy sound a little creepy, though.

Just because someone stares at you, it doesn't necessarily mean they think you're attractive...

From what I got from the way she described the way he was staring at her, I'm pretty sure. he wouldn't have smiled at her, unless it is a pity smile, but lets hope she'd be able to tell the difference.
