If you play sports, it is a very good way to socialize and meet people as well as people who have the same hobbies as you. Especially sports such as tennis and basketball. You could go to the local park or local tennis courts and ask people to play with you or something like that.
Try volunteering; I have volunteered to help out as an orientation tour guide for new students at my school and also as a volunteer crew member on a play, but any similar opportunity will allow you to connect with genuine (sober) people and make friends. :)

Well you just if you don't have one pick up a hobby or a sport join a team or a club so then you get to meet new people. Even though they are extremely retarded you can try one of those social clubs
