Yes also if you have certain illnesses that could cause you to have a faster or slower metabolism usually a disease in your Gi tract (gastrointestinal system) meaning your stomach, but that is not always the case there are also other things that could cause you to have a more fat or flat butt and if you have more fat in your butt then you can turn that fat into more muscle just like any other muscle although your glutemus maximus and medius are very strong muscles and big muscles and other disease can cause your metabolism to work faster or slower as well all dealing with weight in not just your butt but everywhere such as thyroid diseases, b-12 deficiency, some auto immune disease that attack your own organs such as your pancreas, liver, intestines these all can cause problems gaining weight and some problems losing weight. And genetics has shown that people with certain race, ethnicity, or nationalities have fat stored in their bodies in different areas. i. e. African Americans actually tend to have fat stores more in their bellies or butt lol no lie.

It's all about the techniques you're using. Where genetics play a role is building certain muscle groups. For example, some men can form 8 pack abs rather than 6, some pecs are square, others are round.
Squat more weight less reps than more reps less weight to gain mass. Eat well and often. Persist.

Hormone production and protein synthesizing issues aside, most people are on fairly level playing fields.
I'm sure she isn't training as hard as she thinks or as smart as she could. If she wants a butt that pops out she needs to do 2 things:
1.) Barbell Glute Bridge for 10 sets of 8 reps (or another glute isolating exercise for approx. 80-120 total glute reps split into sets), 3-4x a week and should be failing or near failure at the end of each workout.
2.) High protein diet
If she isn't doing a glute isolating exercise for getting a bigger butt, then she's not training very smart. Squats are great and I love to endorse them, but a glute isolating exercise will bring you much further in terms of being bootylicious than squats. Squats under the same rep range are good for overall aesthetics (burns more calories, incorporates more muscles, etc..), but it isn't the solution for everything.It definitely does play a role in how your body reacts to different exercises. For example, when I squat I get almost zero quad and hamstring growth, but my butt grows like crazy. Even when I switch to front squats I still get the same results. 40' backside is not attractive.
Yeah genetics do play a role. actually skinny people have a harder time building muscle that people who put on fat easily
Yes it does. Some people are gifted and don't have to work out much to be in great shape. But others like me have to live at the gym to stay in shape
