What should I shoot for?

My body has the potential to be both.

I'm right at the point where I need to make a decision.

Do I shoot for toned with small B/C cup breasts

OR

Do I settle for average - not fat, but no definition and not a flat stomach but with medium/average C cup breasts?

I REALLY want to be toned (I have been before) and it wouldn't take that much work to get back to it but I also hear guys don't like toned girls and prefer average. Plus the only thing that upsets me about my fitness is how small my chest gets (and I KNOW how working out and weight loss works, I understand that they're fat and when you're thin, you don't have a lot of fat :p). But at the same time, the ONLY thing I like about how I look currently is the fact that my chest is bigger.

The rest makes me sad.

So I guess I'd poll the audience.

Neither are pictures of me, but both are what my body looks like at each stage of fitness.
