Do you have a hypothyroid condition maybe?
One thing I learned a long time ago is that doctors are idiots and arrogantly think they know more and better than everyone else. I find if they never experienced a condition themselves then they can't possibly really know much. When a doctor tells you that something anomalous is "ok" then it is time to use a different approach or find a different doctor.
The internet is a great place to do some research on the topic. I would start there and type in your symptoms and see what things come up. You might learn quite a bit.

1. you need a NEW doc, probably a woman long in business - try one out, have your bloodwork sent to her for 2nd opinion (saves a stick)
2. if you are not sick, the doc will suggest some things... if not, seek advice @ health food stores, somethings that body burns into heat faster
I would find another doctor and get a second opinion. My natural body temp is 96.5 F and a 98.6 is a low grade fever for me but I'm not cold all the time or anything like you are explaining. A second opinion is always a good thing when it comes to your health.
