I am about 5'4" and 200lbs and I am actually pretty okay with my size, but the weight isn't very proportional. Like my butt is basically flat, and I don't really have any waist. Is there any way to work out to help with the way the weight is distributed, instead of actually losing the weight? I have been big my whole life so I'm used to it, I just want to have a shape that I am comfortable with.
In a way there is... building muscle aka weight training, it's not distributing the weight but adding muscle mass (also the myth that this will make you bulky is absolutely false, women just don't have enough natural testorones levels to get "bulky"). Anywhoo, start with compounds lifts the works the whole body as well as targets the glutes/quads muscls (aka booty).

Sorry to say, but there isn't really much you can really do without losing weight. Besides, exercising and diet is good for you :D
