Yeah, I think you could stand to lose 20-ish pounds.
It's hard to say without knowing muscle mass, but it sounds like you could start eating a bit healthier and exercising more and you'd lose weight as a side effect. People with an "Apple" shape (more weight in upper body) are at more risk for heart problems and such. The earlier you start being mindful of food and exercise, the better!

Essential fat 10–13%. 2–5%
Athletes 14–20% 6–13%
Fitness 21–24% 14–17%
Average 25–31% 18–24%

I recommend dropping like 10 pounds but your current weight is not like a bad sign about your health. It's okay.
