Why don't you just go back to proactive? It's expensive, but in your case, it's obviously worth it! I say make the proactive investment.
If going back to proactive isn't an option for you then you can try drug store products. Aveeno and Cetaphil are my two favorites. I also have a problem with oily skin, so I would recommend buying products that are clearly marked "oil free." Don't use greasy products because they'll, well, make you greasy! You can also try an oil free moisturizer (they even make acne fighting moisturizers too!). This will hydrate your skin and a lot of professionals say that having dehydrated skin can lead to excess oil production. I heard that whenever you buy a new face product you should stick with it for AT LEAST 3 months to ensure that it's working for you. Changing products and having acne flare up is totally normal. If you're acne is unbearable and painful since switching to Neutrogena then I suggest that you stop using it right away.

You should go back to using Proactive if it works for you. I tried it and it made my skin red and angry so I had to quit using it. Anyway, when you have acne, the best thing to do is to stick with something that works for you. Stop with the Neutrogena and either go back to Proactive or try something new. Use oil free products that aren't harsh and make sure to moisturize your skin after cleansing it. If you can, try and use a pH-balanced wash to keep your skin balanced. Our skin has a particular acid level and products can mess with that and throw it off balance and cause acne in some cases. Just be gentle with your skin because harsh things can make it way worse.
