Does your shampoo contain sulfate? Sulfate strips the hair down, which can cause it to be dry. There's plenty of sulfate-free shampoos. Try using a gentle sulfate-free shampoo, with a good moisturizing conditioner afterwards.
If that doesn't work, maybe you should try co-washing? A lot of people with curly hair do co-washing but even if you don't have curly hair you can still try it. Co-washing cleans the hair and removes dirt and oil but without drying the hair like shampoo does to some people.

I just use a daily clarifying shampoo to strip all the oils out, then I apply a leave-in conditioner, after I get out of the shower, while my hair is drying. Works great for me. I just put a dime sized portion on my brush and use it to de-tangle as I brush out my hair.

My hair is greasy all the time, no matter how much I wash it, but I always have dandruff (Eczema sufferer.)
My hair is always dry never greasy unless I apply a greasy product to it. It kind of sucks, but I just keep glycerin in my hair so that it absorbs moisture through the air more efficiently.
