Unfortunately it isn't possible to choose exactly where you want your body fat to leave. You have to lose it all over in order to see results in the specific areas you'd like. So basically just a regular exercise routine is the route to go. Cardio is what burns body fat so definitely important to have regular cardio workouts. Strength training is what builds muscle. So alternate cardio and strength training workouts. Shouldn't have one without the other.

Why would you even want a completely flat belly, though? Your bowels need to fit *somewhere* Still, you cannot achieve that without getting muscle on it, so I guess you need more ab muscle.
Focus on your diet. Cut down carbs (carbs from veggies not included) to under 100grams/day and add weight training (weighted squats/deadlifts) with a little 20min cardio.

id say just keep doing what you're doing. I've lost about 80 lbs but have added about 30 lbs of muscles. gotta lift weights or do gymnastics or something
The very first thing is correct diet plan, run 1-2 miles every day, join a Gym or do Yoga and dont focus on belly part alone, if you do a full body exercise, you will be able to distribute your fats all over your body.
