While it could be purely psychological, which I would suggest looking at maybe finding a way to 'get over' or break the habit, you could actually have something more.
Does this fear stem from an event or maybe a sensation of not being quite empty or a sudden urgency to pass urine? If so you could well have a condition. I'm only suggesting this as I have Bladder Neck Dyssynergia which is a muscle problem that while born with does not show til past teen years and causes problems with urinating.
Either way it is good to talk to a medical professional as over toileting can cause problems itself.
If your only drinking water, liquids to make you go not too bad
but you can actually get too much water , try not to over do it
you can drink 8-10 glasses of water a day.
Is urinating too often bad for you? -No, its not, unless you're not having polyuria (excessive urination with above normal value of urine)... approximately, I believe normal urine value ranges from 750 ml. to 2500 ml. of urine per day... so if you observed that you are within its range, then its normal...
If you cannot control your urination (urine leaks before you get to washroom) or if you have urinary incontinence, probably your muscles down there (urinary sphincters) may be weak... But frequent urination with no urinary incontinence won't cause your muscles down there to be weaker...
