Yes it is true, the process you are referring to is called a hemispherectomy and is a last resort treatment for people with severe seizures coming from one side of the brain, or damage from an infection, trauma, or a tumor located on one side of the brain. People who have had this done will have some side effects but for the most part their brains adapt to allow them to function just like everyone else. I saw the true story of Jeffery Dahmer again last nite and I watched a she bore a hole into his male victim's brain and was picking Pieces out of his head. The guy later awoke, still oozy from the drug Dahmer gave to him and was walking and talking 'Real stupid' like. I believe with parts missing in action you can be retarded. xx

Well people live with parts of their brain missing. Also there is a girl who was born with only a brain stem and most of her brain was missing. He lives for a little while. She couldn't do anything but she technically was alive.
Also if a part of the brain is missing sometimes other parts will take over the missing part's "job"
