In the course of 4-5 weeks, a person on a typical fat-loss diet (combining mild calorie cutting with resistance exercise and adequate protein, so you retain muscle and focus weight loss on body fat) will lose 4-5 lbs, or a pound per week. Small people will generally lose less, and larger may be able to lose more.
The combination of weight loss and weight training can make a noticeable difference in a month. How much difference for your stomach depends (like I said) on your current shape and body fat levels, as well as how your body fat tends to be distributed (genetically determined).
Weight loss and overall fitness tend to be long-term processes.

simple... don't eat anything, not even a slice of bread that month!!! at the end of the month you'll have your flat stomach... although i cannot guarantee you that you'll still be alive :-PPP
I did it by not eating, but the truth is that's not healthy. I have a bit of an eating disorder so I refuse to eat to much and if I do, I feel terrible about myself for weeks at a time. So please, DO NOT do that. It won't help you at all. You just have to focus on a healthy diet. Take out the fatty foods. Don't eat fattening snacks. Also try to control your portion size. Eat apples instead of apple jacks cereal. Don't eat things with white sugar. Try going with brown sugar. It's healthier.

You need to lose the fat before you can think about toning. Depending on your body type, you may never lose it (look up endomorphic bodies)
Calorie controlled diet, tons of cardio, some weights, you might see some change but a month isn't enough.
Lift weights, at more vegetables, get fiber, protein, and drink plenty of water. Read "The Calorie Myth Book" by Johnathan Bailor. It's a good read.
