200 calories is ONE tablespoon of peanut butter.
You definitely eat more than that a day. You'd be dead or 75 pounds and headed toward a hole in the ground.
I'm your height and only a few pounds lighter and I also have big ass hips. Its just life dude. You can't really change that. You aren't fat, so there's no need to drop weight.

I say focus on diet first. Avoid carbs (100g/day), eat more protein/fiber (veggies/fruits), and be in a caloric deficit. Exercising makes the fatloss process faster. Add in weight training with cardio for maximum results.
I really like love handles, I find that type of wide build on a girl sexy!
But if you really wanna slim down all you need to do is run for a hour every day, after a month maybe 2 you will see a major change.

Proper nutrition and cardio 2-4 times a week do the cycling at 40-90 second burns then go to a moderate pace for 2-4 minutes. Then do a 40-90 second burn again then moderate pace abs repeat this over and over for 20-30 minutes.
Eat less calories then you expend. In fact, that's the only way.
Lose body fat overall (unfortunately u can't 'target' your hips)
Maybe you can try skipping. Drink a lot of water and don't do too much at one time. Build up over time. Do it every day
