It could be too much sodium, if so just drink more water and workout. You can't get rid of lower belly fat though without losing fat other places. It's mainly diet and working out. I work in a gym, so everyone telling you to do abs exercises, it won't work (but it will get those abs stronger underneath the belly fat). Spot reduction is a myth.

Reverse crunches, planks, dead lifts, normal crunches, diet (change your lifestyle), eat half a grapefruit a day (they help boost metabolism & promote fat burn).
You can do all the crunches in the world but if you don't change your diet than you won't see results.
You have two things: its belly fat and abs. If you have weak abs, they will show a belly, even without fat. So make them strong to make them flat. Second thing is belly fat. Therefore you need to do cardio (and of course watch your food).

Sometimes its just the body type and you may have to accept it. But try power yoga. It is like magic for toning.
It is normal for women's bodies to have a bit of pudge even at smaller weights. Try to watch the salt and drink more water to decrease bloat.
