Can I get in shape in 3 weeks?

I'm 5'6 and 129 pounds, but my measurements are larger than normal for someone of my weight. I have a 27 inch waist and my thighs at the top are 22 inches. I have large love handles and look really flabby. I think it is due to a lack of muscle because I lost a lot of it after a surgery over the summer.

I am going away for spring break in 3 weeks and want to feel confident in a bikini so for 2 weeks now I have been doing kettlebell workouts in addition to brisk walking 4 miles a day to school. I haven't noticed any results even though i weigh my food and stick to 1600 cals a day. Is there something else I should be doing? I don't really want to lose pounds as much as I want to replace fat with muscle. If anyone has any suggestions I would really appreciate it!
