The BMI chart goes more or less like this. So 25 is FAT, not obese! I understand you're trying to promote healthy lifestyles, but lying isn't the way to go!

Underweight: Your BMI is less than 18.5
Healthy weight: Your BMI is 18.5 to 24.9
Overweight: Your BMI is 25 to 29.9
Obese: Your BMI is 30 or higher

for YOUR age. First of all, your account say you're 20. Secondly, if it's right that you're 17 then you shouldn't be operating with your bmi demands when judging adults.

No actually BMI is supposed to be an accurate way for ALL AGES to measure their health. I don't like giving my DOB to these websites, that's all. So I just enter whatever DOB. The BMI scale is accurate for all ages

No a body fat percentage of 25%, or 1/4 of your body weight being fat, is considered obese. BMI for obesity is 30 or higher. But body fat percentage is the more accurate measurement

hm... true. But there's one tiny detail; body fat percentage is hard to calculate properly on the fly, and SWAG (super wild ass guess) is not acurate at all.
Even so, your claim of 25% being obese isn't entirely acurate. Because women have more fat than guys, so 25% is more like "overweight" for girls.
But now we're nitpicking on details...

About 20% would be my guess. By a set of calipers and learn how to use them to get a more accurate number though.

If you aren't exercising, you likely have a low lean mass (atrophied muscles) which is made up for with fat, so even though you look skinny, you still are "fat" so to speak.

Just based on other guys I've known, 20% seems right.
