It's mainly because a lot of people just automatically assume that skinny girls are confident and not insecure so they feel they are more free to critique them and get away with it. Personally, I agree with you, telling someone to gain weight is just as rude as telling someone to lose weight. I have had to deal with this a lot myself.
"You need to eat a cheeseburger" is something I've heard a lot. It's annoying because I don't gain weight easily. I struggle just to maintain my weight and in all honesty, I'm not even underweight. I'm a good weight for my height and none of my bones stick out or anything.
People just like to put down others in order to make themselves feel better. Putting down skinnier women is more widely accepted than putting down bigger women. However, neither of those things is okay. People just need to mind their own business. No one should be commenting on someone else's body because it has nothing to do with them anyway.

Because they assume that skinny people are more comfortable with their weight than fat people. It stems from the assumption that being skinny is everyone's goal, which it isn't. It also assumes that gaining weight is easier than losing it, which is not true for everyone.
It's really bad manners to tell someone to gain weight (unless you're actually anorexic and dangerously skinny, which is when it becomes a medical issue).
I think our western society has become so chronically obese that it is accepted as normal, and it skews people's ideas of what normal is.
You can calculate your Body Mass Index easily to get an objective assessment of your weight. Just google BMI calculator.
That being said, BMI doesn't measure body fat percentage. You can gain weight by eating cheeseburgers, but that wouldn't mean you'd be 'healthier' for it. Just eat healthy food, and your body will be at a healthy weight and healthy body fat percentage.

But to answer your question... I hate that shit! All my life people have ALWAYS told me that I need to eat because I'm skinny. I'm like "I guarantee I eat more than you do, asshole!" But my brother was always overweight when we were growing up. Guess how many times people told him he needs to eat less? ZERO. Like, really people? I'm with you. Even now at 33, I'm 6' and I weight 180 and I'm still told I need to gain weight. I wish I had electric powers to zap their asses

As someone underweight myself, I think it's offensive as well. However, I kind of understand because in our society being "fat" is deemed unattractive while thigh gaps are sought after. So I don't think people mean to be hurtful, because pop culture hasn't made the word skinny synonymous with ugly.
It's taboo to tell somebody they are fat because most people are afraid to be too fat but aren't afraid to be too skinny.
Yes, I supposed that's true. But I feel like everyone is idealizing being 'curvy' these days. :(

Because it's not only easier to gain weight, but considered a "blessing." You get to eat food, guilt free as opposed to people who have to "watch what they eat" and not be so indulgent.
But I can understand why it can still be offensive. Logically it is still an insult.

I think more people should mind their own business instead of sticking their nose in other people's. Especially when it comes to weight. It's such a touchy subject and people are quick to overstep their boundaries. Like you worry about your body and I'll worry about mine.
Well, if you're so skinny you look like having no reserves whatsoever, they're right... you should always ask yourself the question: can I afford to become ill and lose 5 kg (11 lbs)?
If the answer is that that would practically kill you, these people are right.

If you tell someone they need to lose some pounds there's a chance they may take it as in insult. However, telling someone they need to gain a couple pounds can be taken as a complement or general concern for someone who's under weight.

There is much more stigma related to obesity than to being thin, that is why it is easier to say "gain a few pounds" without thinking you're actually insulting someone. Both are rude, though.
