If you go on a low carb diet and exercise you could lose anywhere from 5-6 pounds a week but most people gain the weight back once they get off the diet unless they change their lifestyle as well. Otherwise cut out unhealthy fats and added sugars and avoid eating bread, pasta, rice or grain. If you eat only meat and vegetables you will be skinny.
you can lose a lot in 40 days if you have a lot to lose. for 5'3 at 148 I'd say you got some room to work with to lose. diet and exercise, remember, food is your friend, not your enemy, you just have to choose your friends wisely.
I think if you lose 12 lbs you will be perfectly fine, although that means a new and healthier diet, and also working out.
