Your question is so weird and your poll doesn't relate much to the question?
There are many things why:
-You're probably not fat, maybe a little thick, but are calling yourself fat. I've seen too many teens and young women claim they are whales when they're actually not big. Having a little pudge is fine.
-BMI is inaccurate. Mine says I'm overweight, 27.2, but everyone who sees me says I'm thin or look healthy weight. They can never believe how heavy I really am.
-Actually, those are the only reasons I can think of for now.
Also, maybe you do have a thigh gap. But that doesn't necessarily mean you're very thin. I've seen girls that looked a bit chubby and had a little gap. Thigh gaps are more of bone structure and not weight.
Show us pics cuz it's the internet, lots of people here would be happy to point out how fat you are (if you really are).

not every girl has a tight gap so don't worry about it, if you start running for i don't know 30 minutes a day and eat healthier you should lose weight and slimmer down your tights. So it will look like you have a thight gap and even if you are not fat trust me running helps a lot... it has worked for me and i believe if you trust yourself it will work for you too. You willl feel better, look better and you will work on your muscles and fitness shape.
If you go to a gym, ask them to measure your muscle/fat ratio. That says more than a BMI. And yes, without your weight and a pic, we cannot judge. My BMI is 23 to 24 and I still look slim. If you have a heavy bone structure, that may make you fatter although you are not, so show us a pic and you will get an honoust opinion.
Thigh gaps don't matter. and for weight as long as you feel healthy and can do normal every day things without being winded I'm sure you are okay.
For me I just pick a weight I'm comfortable with.
Detail of my comfortable weight: I'm 5'1 and my BMI says I should be 137lbs which I've never been sense I found out what a weigh scale is. As a male with wide shoulders my comfortable weight is 145lbs which I'm a fair bit over sense winter started.
I'm currently over my comfortable "maximum" weight of 160lbs and hope to go back down to 150lbs (which is when I feel happy with myself).
If I make it to 150lbs by the end of summer I'll try for 140-145lbs depending how I feel with 145lbs being the lowest I can generally reach.
First off, forget the thigh gap. NOBODY CARES ABOUT THIGH GAPS.
Some fat is healthy, especially for girls. Really thin and toned girls are usually well below healthy BMI range. Dont worry about a little body fat, it is healthy and attractive within reason. BMI is pretty much worthless anyway.

what's considered normal bmi can look fat. Why don't you start exercising regularly? Even if your bmi may not change you will look better.
bmi isn't a good system to use. It's not accurate what-so-ever. I'm under the 5th percentile >.> I'm not underweight.
BMI is not the absolute answer for you? For example muscolar people have higher BMI than others even though they are healthier
Maybe. Does your mom have a thigh gap. Also BMI is just a quick and not very accurate test for a healthy weight.
I have a Thigh gap. There's nothing special about it.
