Girls, how to get rid of the "problem areas"?

I wouldn't say im fat... I'm a size 8. But I'm on a diet. Hasn't been that long about a week. Anyways how do I get rid of the problem areas? Mainly in my lower abdomen, and thighs. I like my butt and bust the way it is. I've read a lot of articles that suggest toning by weight lifting, but I can't do anymore then 30lbs as a bad heart and thinning discs in my back and neck. So yoga and Pilates hurts very bad.. Any tips? I'm really wanting that size 4 at least a 6 by July.
My four years is coming up and I want that body I had when we first got together.
