Because your body fat percentage in your stomach region is high enough to where they aren't visible. Everyone have abs, its just we tend to have a layer of fat covering it. Lower your body fat% by dieting and exercising, not to mention, do some weighted exercise to make the abs grow so they could be much more visible without flexing.
Simply being skinny won't get you permanent visible abs. You have to be lean, muscular and have a body fat % of less then 10% to obtain such goal.

Because you don't actually have a six pack, you only have a six pack when you flex.
