Bodyfat percentage is the only one that is truly an accurate measure. Unfortunately getting it measured with ACCURATE tools (not those stupid bioelectric impedence home scales) is a very expensive and time consuming process.
BMI is the next best thing.
As far as I'm concerned, weight only means what I have to set my rear shock to when taking you on the back of my bike.

A computerized body scan is the best, followed by using an old fashioned fat caliper. Digital body fat reading scales are next, but now it's not very precise. BMI is the most wildly inaccurate thing I've ever seen in my life.
I would suggest using a tape measure to measure how many inches have been lost all over your body. BMI can be very unreasonable and inaccurate. A scale is a good tool as well. obviously if you gain muscle your scale will display weight gain
I have a scale that measures body fat. I know its not absolute, but it tells more than just BMI and its easier than measuring skin thickness at certain places.

Two people who are the same height and weight could be way different physically because one could work out and et healthy while the other prefers to eat junk and watch tv all day.

I don't really know, a lot of the ones I've tried using keep telling my I'm underweight.
BMI is the best, and easier.
