Guess you can try cutting out all added sugars, it worked for my cousin. Refined sugar usually turns to fat before you have time to burn it off lol, and that's exactly the place us guys tend to store our extra energy reserves. Also, focusing on your lower abs might help bring your belly in more, but in your case I'm not sure that'd work, because you've probably been working those muscles out plenty already.

9 times out of 10 it's diet. Are you eating greens? Are you eating a lot of protein? Are you eating clean carbs (rice or sweet potatoes)?
You could also try intermittent fasting? Where you fast for 16hours and pick an 8hour window to eat about 4 meals. Whatever helps man. But it also may be a lifestyle change you need to make.Keep at it. It always takes more time and effort then think it should.
its all diet, by the way if you want to be more efficient at your job, then being lean is not a good idea since you will lack energy, best to build muscle first and forget about the fat
Try reverse sit-ups to isolate your lower abs.
