Many people think that only doing ab exercises and crunches get you that flat stomach and those sculpted abs. False.
You see the human body is like a car, and the fat in our bodies = fuel (gasoline for the car). In order for the car to burn through the fuel faster you'll need more horsepower.
Horsepower = Energy used in workout
By this i what im trying to say is that, the more muscle groups of your body you involve during the exercise routines the more energy you are required to use, which means the more energy the more fuel is needed, and the more fuel needed, the more of it you will burn (FAT). Which in end result is what gives you that flat stomach and toned body you're looking for.
You see doing crunches only targets your abs which is actually the smallest group of muscles in your body. Focusing entirely on this section won't give you the results you're looking for.
You see the trick to accomplishing all of this is behind one key thing which we call, compound exercises. Compound exercises are moves that involve two or more muscles or muscle groups each time you perform a rep of that certain exercise, for example a Squat.
A squat uses not only the glutes, but the hip flexors (muscles between lower abs and thighs), thighs, legs, and back. You can even modify the squat and add weights or movements to burn even more fat.
So in conclusion, do more compound exercises as well as cardio instead of focusing on abs (only do 5-8min of abs).
Also if you drink protein shakes, drink them after you workout NEVER before otherwise you're body is just burning through it and no nutrients are absorbed. Also make sure you eat either carbohydrates or potassium fueled foods before each workout.

Do HIIT cardio. This workout is a deal breaker for lower stomach fat.
Train in intervals! Walk for 30 seconds once a set is complete!
Personally I recommend doing 6-7 sets:
1) First just walk for 1 min to warm up your body
2) Start the set:
i) Jog - 30 - 45 seconds
ii) Run (as fast as you can) - 30 - 45 seconds
iii) Jog - 30 - 45 seconds
3) Walk - 30 -45 seconds <-- This counts as a break, you CANNOT stop
4) Repeat the whole process starting from step 2
P. S You may drink water during the workout if you wish. Only in the walk/break stage though. Don't gulp. Just drink little by little.
You need to build muscle and lose fat to get a toned stomach and/or visible abs.

I have trouble with the lower abs as well, it's still not totally flat. I do Pilates and hope it'll get there eventually. Things like these :

if you're looking to tone you need to try lose some weight. the My fitness pal app is amazing for keeping track of what youve eaten and what you need. set up a plan on there and stick to it along with regular exercise. (also if you go to the gym dont be one of the people who go on the treadmill for half an hour because you're thin enough to do some real exercises.) try some compound movements such as squats, military press etc. Doing this is going to work more than one muscle and rip those muscle fibres. after few months should have easily swapped that blubber for muscle
Your body fat should be low enough to have visible abs. You still have to work them out though. My body fat is extremely low, but I barely have abs due to me not working them out. If you work them out consistently for 3 months, it should be noticeable.
if you seek a "lower stomach" exercise to get a flat stomach you´re doing it totally wrong.
work out the part you want to be "flat" ? this is not how it works...
if you want a flat belly you have to work out and burn fat in general. you can't burn fat at certain places.
No need to lose. You are at a good weight. Leg raises while hanging from a bar work the lower abs. I can hang from a bar and slowly bring my legs up (keeping them straight) until my feet touch the bar.

You cannot spot reduce. If you want to lose fat there, you're going to have to lose fat in general.
You can strengthen the muscles, though. Look up ab exercises.
That's a really hard spot to make flat because women have excess skin there so they can have babys
Jog 30 minutes in the morning and drink half your weight in water in ounces throughout the day for the rest of your life (water part)
diet do crunches leg raises butterfly kicks plank and push ups.
working out your lower stomach won't burn the fat off. to get a flat stomach you need to lose weight

How did you found out your fat percentage?
A body caliper and my scales said around the same.
I think flutter kicks and those leg raises help.
Do a lot of leg lifts that hits the lower stomach
Do crunches.
