I feeel pretty disappionted? What am I doing wrong diet or excersie?

Ok so, I lost 40 pounds but the only thing is that well My body hasn't change much.
My waist is 40inch and my hip are 43 inches. I use to be 200 with hip 44 and waist 45. I don't know if I am doing something wrong. I don't know what to do or what I am doing wrong. I think maybe it could be that I am eat too much white rice because it what I mostly eat because I am hispanic but I don't know. I measure everything I eat so... and I try to add spinach or green pepper or radish when I can to my plate and i try to almost always eat fruits as snack and drink only water. I jog 2 miles mostly everyday unless my legs starts hurting. I walk a whole lot and I do try to run really hard for at least a minute or a minute and a half. I feel like giving up. Please help...
