How can I get muscular calves fast?

I have small calve muscles and even though I gym a lot my lower legs and calves are kind of flappy and not toned compared to the rest of my body. How can I get them to be firm and toned as well as fast as possible? It has always been hard for me to develope calf muscles even though I have been a runner and tennis player so are there any tricks?
