Wow, you're skinny. Start eating more and do a strength training program: I recommend Madcow's 5x5.
When I was your age I was roughly the same height (5' 9") but 150lbs lean; I think you measured your ankle improperly because a 5" wrist and a 9" ankle makes no sense. You're supposed to measure above the bone, not across it.
To give you an idea of what I mean, I'll show you my measurements (not bragging; you're a teenage kid):
Ankle: 9.5"
Wrist: 7"
Waist: 30"
Shoulders: 49.5"
Chest: 44"
With 9" ankles you SHOULD be broad, but your measurements say otherwise.

Pretty average I suppose for being 15. If you want to see some size gains start eating more. You'll have an easier time putting on more muscle mass in the future if that's your thing
You're very skinny but you will most likely fill out more within the next few years as you're only 15. I was 5'6 & 100-105 lbs at 15, now i'm 17 and 5'7 & 115Lbs.
People tell me I'm very skinny too and you're way smaller than me xD

It's a common body measurement used to find ideal thigh size.
