Weight is not the best measurement of health. Feeling better and looking better (at least comparatively to whether you were initially) are better measurements of progress. Regardless, the only things I will say that is that certain forms of cardio are more effective than others and getting regular sleep and meals might help. You may already be doing those things though for all I know, and you're just not losing weight is you are close to or at your healthy weight. I'm no expert though.

Muscle weighs more than fat and takes up a lot less mass. So instead focus on measurements and clothing sizes
it´s to be expected that you slightly gain at first because muscles are heavier than fat and you grow muscles in the beginning. just keep going, maybe controll your calorie intake even stricter (we often underestimate what we eat).

Have your muscle/fat ratio measured. If you tone up, you build muscle and that is a lot heavier than fat. So you may have lost the 3 kg fat, but if it is replaced by muscle, you will not notice. People focuss too much on weight and not on muscle and fat content.
To burn fat , do cardio for longer time. I think 1 hour of running rather than 15 minutes of intense running.
I guess do exercises that helps to lose fat rather than build muscles.
And yeah. Eat healthy.
Someone told me it takes at least six months to see results.I would just focus on how you look and your clothes fit. Water retention is to be expected which can lead you to believe you have gained weight.
Stop being so impatient and continue your regiment. Your not going to get results immediately.
You're probably putting on a tiny bit of muscle, which isn't a bad thing... Muscle will help you burn calories
Have you tried weight training? if not have a go at weighted exercises targeting the hip down. building more muscles around the thigh to butt will tighten the area more, losing cellulite.
