You are fine! Trust me. BMI is not all that. That is a healthy weight for someone of that height. During the senior year of high school I was 5'4 and 140lbs. I was certainly healthy.

You have a lot of muscle mass, so you weigh heavier than a random girl would with your posture. Be happy with it. Muscle mass gives comfort and fitness.

Muscle weighs more than fat, so if you work out a lot that's probably what it is
140 at 5'3" is overweight. I think you should get down to 130 because it will still be healthy. Maybe you have more muscle weight?
Your weight is definitely in muscle, and muscle weighs a lot more then fat.
Some people are smaller than others because they have more muscle and less fat.
