1. Check if you're sitting... yeah stop that lol. No but seriously people ask me how I stay so thin I mostly just try to avoid sitting or lying down too long unless I'm sleeping or getting ready for bed. I'm not running a poop ton of miles or throwing around heavy weights I just try my best to be movin instead of sitting idle. I even try to stand while on the computer.
2. Thuroughly chew your food. Savor your meals. Eat slowly. 1. Because it makes food so much more enjoyable and 2. Your bodies signals that say your satisfied and/or full are really slow acting. The slower you eat the longer the window of time you'll give your body to tell you to stop. Cutting back a ton of overeating.
3. Focus on finding ways to increase your happiness and avoid eating out of stress and boredom. Sadness and stress will keep you fat because your body will continuously pack on emergency supplies aka fat cells. If your caveman body thinks you're going through a rough time it's assuming you'll have less time for food gathering and starts to store as much energy as possible to get you through the rough season.

How to you define skinny? i've found that many girls who claim to want to be skinny are actually fine the way they are, what they are really saying that you want to be like the skinny models in magazines. However those girls are photoshopped to hell and back
"Skinny" will always be relative to your body type and genetics.
But, to be the healthiest you, workout, stay active..
But its almost all diet.
Drink a ton of water, keep away from refined sugars and eempty carbs.
(In my case) staying away from meat and dairy is great (for a multitude of reasons). Going vegan has kept my weight super controlled.

At 5'3" and a buck O 9 you don't have much to lose. Why not just get a nice haircut instead. Your already on the thin side don't want you to start looking sickly.
Well you have to be your natural weight to look attractive, so if you are too skinny, you will just look sick.
So... you want to be as skinny as other people want you to be? What's the question :)
(I recommend going for "healthy" before "fit size X" but going for a specific size/shape can be nice, if that's the look you really want)Don't be skinny, have meat. I hate too skinny girls.
