Growing up, did this happen to anyone else?

Okay typically when you're growing you gain wait but grow taller at the same time so it's like proportional but this is what happens to me, I'll start gaining weight and look bloated but in a few months to a year I'll grow taller this happened when I was 12 now it's happening again and it's so frustrating to wait to lose weight because no matter how much I exercise or eat right it's just gonna happen. Does this happen to anyone else?

I think that gaining weight like this has nothing to do with the growing process. Take care of yourself not to gain weight, we can never be sure that you'll grow taller and lose weight. For example, when I was 13 I was 5'8'' (kinda tall for that age), today I'm still 5'8'', I grew nothing... so don't count on growing to lose weight.

I don't and I do take care of myself like I said, I'm gaining weight even though I exercise

Well, if it's not too much weight, then you shouldn't worry much. Perhaps if you go to a nutritionist you'll be able to identify the causes of it better and take a more accurate action to control it.
