Doctors are just as ill informed about bras as the general public. The majority of people have this incorrect idea that DD is "large breasts" and it means that people shove themselves into poorly fitting bras that cause lots of pain. I'm not saying that a well fitting bra will make everything "all better" but can take away some, if not all, of the pain most people associate with bras.
First, have her measure her bust and underbust. Then use them to calculate her starting bra size. This will be a good starting point for her to try things on and see what fits to better pinpoint her size and breast shape.
Band = underbust rounded up to the nearest even number

The best that a doctor can suggest is reduction surgery. There are chest wall exercises that you can do to take some of the pressure of your back, but that can only deal with the symptoms and not the cause.
