How do I fix skinny fat physique?

I checked my body fat percentage through online calculator and its a shocking 21. 5%, my waist is like 35" and chest is 37". How do i fix this? I dont want to get big, just definition like these guys
What would their body fat percentage be?

- lift weights, follow the 5x5 stronglifts routine
- do tabata/hiit/sprints/barbell complexes - no long distance cardio, all short and intense
- eat more protein (meat, eggs, cheese, milk, fish)
- eat less carbs and make sure the carbs you do eat are slow carbs
- eat more green vegetables
- avoid sugar, alcohol and soya
- get 8-10 hours of good sleep a night

Look up videos on youtube. From I remember from the hodgetwins, if you're skinny-fat, they recommended to not cut or bulk. Just maintain the same calories you're eating, eat healthier and lift heavy.

You're not gonna get their body just by dropping body fat either because you won't have muscle underneath.
