nah... not even close. i can't sit cross-legged... well i can but will fall if not leaning on something. people have their own quirks on what they can and can't do. still can't touch my toes while sitting.

It just indicates that you never stretch after or before exercise. You're stiff as a plank (or fat), not necessarily unfit.

I would only because it means you're more susceptible to injury. Tight hamstrings can lead to back pain or injury as well. Not so much "bad" health but poor health as far as your legs are concerned.
I have a malformed disk in my back and I am unable to touch my toes either. I run regularly, practice martial arts and yoga. It is not an indicator of health.
My legs are way longer than my upper body, so it's completely impossible for me haha
