PLEASE HELP is cardio necessary if weightlifting to get lean if you are SKINNY FAT MALE?

I have some fat on my body and I have be working out for about a year now, I am wondering if I should just weight lift harder or do cardio. My diet isn't really that bad (eat no junk food). I usually eat two peanut butter sandwiches in morning with milk, then eat probably fried chicken which is school lunch (im actually 17 can't change GAG age), then go home and eat rice and boiled chicken, and for supper usually two peanut butter sandwiches. My parents won't let me get protein shakes. I thinking about switching peanut sandwiches for oatmeal. What do y'all think?

I am also skinny fat like the guy on the left with more muscle (same arm size but muscular and same gut). I would like to be way more bigger than the right picture though and more muscular. What should I do guys?
