If it's above your hips then you probably should be 138, 10 pounds difference only. From your pic you look quite thin above the hips.

Numbers don't mean anything. It depends on you fat percentage, which the BMI chart isn't an accurate indication of. You need to ask a doctor how much you should weigh. I'm 5'3 and my doctor said based on my activity and current BMI that he measured with an instrument, I should be between 145-155.
Regarding BMI, you are perfect. Just the middle value. If you have a toned or athletic body even better. So keep like that.
