I exercise a lot and i am very active at my job and always moving. I walks 10 miles on some days. I eat well and drink mostly water. yet, i still manage to put on weight but i dont see where its going cause there is not much fat. I have a slim figure and its not going away no matter how much i do. What is going on?
If you build extra muscle, you gain weight. And if you are low fat, why would your body give a signal to burn extra. There is no need unless you starve yourself, but that is not healthy.

You could be gaining muscle? I measure myself rather than weighing cause X im getting thinner bit staying the same I know I'm building muscle

It could be muscle your gaining you should buy a scale where it shows your body fat % and muscle % it's more accurate you know whether you've gained fat or muscle.
