Why are girls so obsessed with "toning" and not building muscle. You're not going to buff up like the hulk unless you really try. You can go buy some cheap weights and do work outs at home, building a little muscle will make you look "toned" anyway.
Me and my sister made a work out room at my house, we've got weights which were super cheap at Walmart lol, we got an ab ball for like $7. Since you want to "tone" you could also always buy the stuff to do yoga with in your house and watch YouTube videos online of how to do it. Or go for jogs.
Stop eating out (if you do). Stopping that alone will honestly make you feel so much better. Do you like chicken? you could boil, bake or grill it, have some mixed vegetables and potatoes or a salad with it. You can actually eat a good amount of food and still lose or maintain weight as long as it's healthy.
I love eating grilled shrimp with bell peppers, onions, mushrooms and a slice of swiss cheese on top as well. Try different salads, Southwest salads are amazing https://www.food.com/recipe/southwest-salad-225889 You can get an entire seedless watermelon for like $3-$5, cut it up and eat it for days. And like once a week when you're really craving something bad for you, just freaking eat it and get it over with. Sometimes eating something bad for you, after you've been eating healthy, will make you want to eat healthy again because you will see how much better you felt when you ate healthy instead.

Diet is a great start. Try looking into home workout videos and see what what you like. There's the Insanity DVDs which oddly enough do work and quite well. At least from my sisters personal experience. P90X is also a good option. Shop around and see what your target goals are and what you're looking for in home workouts.
"loosing weight" - About this it doesn't matter much what exercise you do, if you eat right you'll keep losing weight, if you eat junk you won't lose weight unless you do tons of exercise every day. So, eat well, as you're already doing. It's 90% of weight loss is about what you eat.
"mostly toning" ("Any tips in what to do without building muscle") - muscle building is to a big degree about hormones. Most women can do a lot of resistance training without bulking muscle. In short, no need to worry about building muscle. And if you're one of the few that build muscle just by thinking about it (slight exaggeration), you can always change your exercise plan to only cardio.
The best exercise to do: something that you enjoy enough to do long term. If you like jogging, jog, if you hate it, don't. If you do stuff you hate, you'll stop doing it. Do anything that you like that requires quite a bit of movement. Dancing (zumba, etc), aerobics, jogging, swimming, stuff like that.
"Toning" really doesn't mean anything in the fitness world. You just build strength. Here's a really simple routine:
10 Rounds -
10 Push-Ups
10 Sit-Ups
20 Squats
5 Burpees/Pull-Ups
After a couple weeks try to do double all the reps and cut it down to 5 rounds.
Also, consider running at least 3 miles a week, however you want to divide that up.

Eating is 90% of weight loss. You can't outrun your fork. Exercise helps a little, but it's more for strength and general health. Way to many ways to adjust eating to get into here, I like a keto diet with intermittent fasting but it's not for everyone. Do a lot of reasearch and find what's right for you.
Also don't worry about gaining too much muscle. A woman's testosterone doesn't make that easy, and if your calories are reduced it really won't happen.
Down load this app, it's called HOME WORKOUTS. It's a great resource to help you reach your goals. You tube is another fantastic resource. Just type in what you're looking for, home ab exercise, home butt exercise, etc.
Low intensity cardio. Go running, biking or swimming. But see that you get proteins too. You want to burn fat, not muscle.
Before the eating drink 2 glass of water which is hot. ( this is important , don't drink cold water). There are programs , push up , jump , skipping rope , pull up , squat and lots of different exercise. You can do it without saloon.
Oh, don't be afraid of building muscles. It's almost impossible for a girl to overdo with the training and get manly muscles.
Take advantage of the weather and start running every day. Stick to the basics push-ups, sit-ups, squats.
Just do cardio and eat in a caloric deficit with low to moderate carbs
Go on YouTube there is a channel called fitnes blender they have beginners and advance videos. You can also try running.
Eat only when you are hungry, avoid sugars, and run a few miles like 3 days a week, or lift weights
Running is always a good thing to do when you want to loose way and stay in shape
i think eating right and walking continuously for an hour every day should do it
Look up body weight exercises on Youtube.
Buy a 30lb resistance exercise band. Go to town.
