Why can't I burn more than I eat?

I don't think I eat too much. I had lost 24 kilograms by running and after I stopped running, I gained 5-6 kilograms back. Even if I gain 5-6 kilograms back, people still keep asking me if I still keep losing weight and this is actually starting to become a gross to me. I usually aswer with a bad attitue. No, I gained 5-6 kilograms, how can you not notice it? Like this, anyway. The weight I wanted to remain was 65 kilograms ( body mass index is 22 at that weight) but after I stopped running, I gained 5-6 kilograms. I started walking and running last weak. I moved a lot since last week but I still remain in the same weight. Do I eat too much? I don't eat I eat too much. I must be talking about 2000 calories and with cardio such as walking and running, I must be able to lose weight. And second thing is, can I lose back what I gained back without losing muscle also? I don't go to gym. I am only working out at my home. I have a pair of dumbells, and I work with them. I increase the weight I lift once in a while. I feel like I got some arm muscle, but only arm muslce, no muscle in body. I have a little high body fat percentage based on my looks without clothes on. I think I will increase the time I spend on walking or running. Would I lose muscle when I gave back the weight I gained back? Meanwhile I will keep lifting weight at home.
