Feminine and feminine looking are two different things that sometimes are coupled together. Skinny guys generally do look more feminine than guys who are not. Especially if he has feminine facial features. Skinny dudes generally are somewhat comparable to petite women.
Do I think skinny men are feminine? In general, no.
Do I think skinny men look feminine? Often times they do, but I couldn't give you a percentage of how often. Some look athletic, some look feminine, some just look like string beans.

I don't think they look feminine (unless having special features usually found on women), but I think they don't look as the typical male. When I think of a "real" man (I don't know the right word, sorry) he's big and manly, kinda buff. He's not tiny or bones skinny.
In short I think they just look different.
A skinny women doesn't look feminine since women generally have a bit of curves (chest / butt / hips / tight) so I don't see in what a skinny men would look feminine.
Also a skinny women is said to look like a 12 years old boys. So the skinny guys would look more like a young boy than a women.
Because being skinny is a feminine trait while being bigger or muscly is masculine. It's the exact same reason bigger/muscly women are considered masculine or gross.

Some men just look feminine, the lack of muscle, testosterone and even just lack of good genetics attribute to it.
And in short masculine is muscular or at least well built and high levels of testosterone at birth which means better chance for masculine features such as more rigid features, chiseled jawlines, smaller eyes and deeper voice.As a skinny guy I've mysteriously been taken for a girls too many times. I don't understand why. i have long hair but its can't be the only reason. its kind of weird when guys come to see me for hang out somewhere. its always a surprise for them when they see my face. :")
I'm considered skinny. I'm 5 foot 5 inches tall and I weigh 118 pounds, yet I have a thick beard, dark eyes, a hairy chest, defined muscles, a prominent jaw line (when not donning a beard) and thick chest hair. There isn't a feminine bone in my body unless I cross dress which I haven't done since 2005.
I'm a unique case myself. I'm skinny, I'm between 5'6"-5'7", and I also have a "pretty face" with an almost emo hairdo.
But... I wear clothes that they were supposed to be for overweight people, like XXL hoodies and XXL pants.

For one, men are the bigger sex. We are capable of being far bigger than women - how many fit +250lb are there? Few or none would be my guess. Strength and large size are predominately male traits.

They don't look feminine. I love skinny guys and know few who are pretty masculine. Besides, your strength relies in your personal character. If a skinny guy has integrity and life goals running in action, he's sexy!

I think it mostly depends on the attitude and charisma. Guys unsecure about being skinny might end up looking feminine as they fear. Also from the back the physical features might be confusing. It's likely that fat women get taken for men.
I am rather skiny and when i run in my runners tights I once had situation someone thought I am a girl :).
No I don't think so. I guess people judge because women are stereotyped as "weak and "fragile" so being skinny gives off the that appearance on a man.
