My waist is small, but my stomach is not flat. I work out a lot. Why does this happen?

So I work out often. Almost daily. I do a lot of cardio, running and swimming. I do all sorts of training. And I eat right. Balanced diets. Not too often.
I have a small waist. But I bloat easily and my stomach is not flat. It has like fat on it in weird places so that when you photograph me from the front or even look from the front I look fat

how do I get a flat stomach. Like actually flat? Do not just tell me to exercise more. As it obviously is not working to fine tune my body
