Best way to burn fat? (Especially leg fat)

Okay so as of today I am 5'7 and 138lbs I want to be 125lbs. I am a size 6 pants and want to be a size 4. I know that you can't control where you lose fat from your body but I really want to slim down my butt, hips and thighs. I am really tiny every where else (flat stomach, slim calves, small chest) so I am hoping that if I lose weight I will see the most change in those problem areas.

So my question is which exercises will produce the fastest and best results? I have been told running, but how long should you run for?

I also know squats help but every time I try to do them I'm not sore, and it ends up just hurting my hips and my knees. What can I do?
