OK I need help in gaining weight in the right areas. Please help :)

When all of my sisters and I gain weight, we gain it ALL in the butt and thighs and eventually in other places. Its super super annoying because we end up looking like balloons on the bottom half and barely any figure on top! I guess we are all pear shaped.

Personally I am 5'2 and 120lbs, and some of it is muscle. I wear skirts (because I'm not allowed to wear anything else) ,so when people see me they really only can see my top half and think that I am a super small girl. People tell me that I need to gain weight because I am too small. Well they haven't seen my thighs. lol I'm afraid to gain weight because it just won't look right or be evened out properly.

Does anyone know how I can gain weight in my upper half without gaining weight and looking like a balloon on my thighs? I workout and do squats, running, leg weight machines and jump-rope already.
